Yes, a VPN uses mobile data whenever your phone reaches the internet through 4G, LTE, or 5G. The VPN does not replace your carrier connection or create free data. It encrypts and transports traffic through that connection, which normally adds some protocol overhead to the amount counted by your carrier.
The extra amount is not one fixed percentage. It varies with the VPN protocol, packet size, reconnects, network reliability, and how the phone or carrier measures usage. That wrapper consumes bytes in addition to the original content. Protocol design, encryption, transport mode, packet size, retransmissions, and connection stability influence the total.
